1. In a saucepan, melt butter and whisk in the flour to make a roux. Use a wooden
spoon to get to all corners of the pot. Cook for two to five minutes. Do not
get any dark color.
2. Slowly add milk in stages, mixing well each time so that you incorporate
roux into milk well. Allow to cook till thick and smooth, 5-10 minutes.
3. Season with salt, peppers, and nutmeg.
4. Add all cheese except for parmesan cheese. Stir well.
5. Combine with penne pasta, mixing well.
6. Spread mixture out in a 9x13 greased baking dish. Sprinkle parmesan cheese
evenly over the top. Bake in a 350 degree oven until golden brown, 35-40 minutes.
